Kapitel is financing the €25 million investment and will develop the site and own the property, while Nordic Urban is responsible for the Allas Pool concept and will operate the facility. Construction planning is progressing and the complex is scheduled to open in 2028.

The architecture is designed by the award-winning Estonian firm Arhitekt Must, winner of the open architectural competition held in 2024. Located within walking distance of Tallinn’s Old Town, the project will improve public access to the waterfront and contribute to the redevelopment of the historic Kalasadam harbour area.
